Thinking massive and outfit based, I wonder if outfits will control territories for long stretches of time and have their names plastered on the buildings (even if only on map view) only to get taken over and renamed. I'm not just talking Red, Blue, Purple parts of the map, but parts of continents with outfits responsible for protecting that area.
Would have to fulfill a long list of mission objectives that only large outfits could do to name that base and keep it. This would give more ownership to parts of the continent, and if opposing faction outfits had a grudge, they would jump the lines to take it.

I imagine a mission in the official mission system of every area. Large outfit X leader signs up for it and let's his team know what they are to do. It would take coordination of a large scale, like days.
Grab base and all hexes surrounding it. Outfit occupation must initially extend to all these hexes at the same time for 1hr. At this stage it is just similar to empire occupation.
Outfit leader still has the quest, but next step is to defend it from every ghost hack or siege for a week. It can get contested and even turn, but must be resecured within 3 hours with outfit members or quest fails/resets.
Prize would be the outfit gets buffs when defending the base (home turf advantage). The outfit logo gets plastered on the walls, and map reads that outfit X are the defenders of this base.
May have to limit outfit "owned" bases to one per outfit so others in the empire can shine too. Base ownership will be more bragging rights, the closer you get to the front lines, but back hacking will trigger the outfits to go take care of things immediately at home.
This can promote teamwork as loners or other smaller outfits can help a larger outfit to achieve this goal and next base can be outfit Y's.
This will allow good popular outfits to get recognition, because who would want to help outfit W to get their logo on the base walls if the leaders are a bunch of jerks. Thus balancing the inner empire feuds when many small outfits refuse to help outfit W, but gladly back outfit X or Y.

As long as we can deface the signs with spray-painted graffiti and bullet and scorch marks, sure.
Like PS needs the outfit leaders to have something more to strut and flap their wings about.

Traak, I'm sure you've seen your share of shoddy leadership. So this will let you help those you feel good about. Maybe they'll put some paint cans in the shop for ppl to buy too.

How about making it so the outfits have to rent the billboards, instead, and the spray paint is for free!

Ownership should be earned I think, or A-Hat outfit can just spend money and get recognition. Maybe earned, then rented from the cash shop?
How about free black spray paint, but full taggers kit from cash shop so you can go express yourself against enemy bases? Then they would not only have to look for hacks, but embarrassing graffiti to paint over as well. :D

I want graffiti that is impossible to remove, so your hours of effort are not thwarted by some twit with a jammer grenade or something, you know, like CE.
It could become a whole new art form. Painting bases, vehicles, whatever, in camo!

I'm sure if there was a graffiti option, it could be pre drawn by the user with just an application timer. The game is already rated M anyways.
