This is pretty much my number 1 wishlist (as opposed to fix style of thing) for Battlefield 2142 and it translates very easily to PS.
Basically just the formation of a voice chat channel for anyone that hops into a vehicle. I've frequently and routinely wanted to alert my gunner or conversely pilot/driver to something... urgent (or while flying a transport in BF2142 wanting to tell everyone to drop on a silo - or bail out because we are about to be shot down).
This could also be replicated by a "talk to nearby soldiers" chat, but yeah, that's probably too riddled with issues. Getting into a vehicle is something you can choose to do.
Obviously there'd be the usual mute options.
