Anti Air/Vehicle question

Anyone know if only certain loadouts will be able to use anti air and vehicle stuff or will there be some stuff for everyone? I.E. Lancer and Decimator

Rexos are the only ones who can carry AV as far as we know (aside from MAXs and deployables). Other classes can carry explosives that can be used against tanks and such so that might also qualify as AV but those aren't really ranged AV weapons.

They were considering MANPADs for everyone, but it got phased out when they announced the Lightning would be able to dedicate to AA.
