Wil MAXs be class based, or can a infil take a max cert?

Max is not a vehicle, It is a class just like Infil, light assault, engineer etc. You can play any class from the start.

A MAX (Mechanized Assault eXo-Suit) is a class in PlanetSide 2, similar to the Engineer, Light Assault or Infiltrator. Everyone will have access to the class from the start.
The certification system in PlanetSide 2 isn't like the one in the original PlanetSide. Certifications in PS2 give additional benefits to your existing abilities/weapons/items in most cases. You aren't required to be certed in a certain vehicle or armor type in order to use it.

In planetside 1 they were actually classed as vehicles. I think they have changed it in PS2 though.

In PS1, MAXes were classed as armor, just like Rexo, unless you were a vet of X years (cant remember which one gives free rexo) you had to spend a cert to get it, just like a MAX. Now, maxes did take vehicle type damage from AV weapons but that does not mean they are in fact vehicles.
