from what we've heard the warp gates will be the invasion points of continents, there will most likey be Empire Specific Warp Gates which are no fire zones while inside the "bubble" or effect of the gate.
Think of them as the new continental sanctuaries.
It might just look inactive for the pictures sake or the graphic effect isn't finalised.
