Probably the Flash and Vanguard. Flash has a very nice design. The Vanguard is the only real tank. The other vehicles have had numerous complaints against them in many threads.
Prowler - Offset barrel
Magrider - Fixed turret (among other complaints about overall balance)
Lightning - Too long
Sunderer - Pointless except for the AOE armor repair and resupply
It would take some redesigns before they got everything right, but it might be something for during beta or after release.
