They just need to tone it down a lot. A faint glow (maybe 10-20% of the current intensity) would be fine for showing you that you're hitting shields and not yet cutting into their health.
If Malorn's conjecture is correct, and the heavy assault class can overcharge their shield, then perhaps the shield could become even brighter while overcharged, but even this should only be one-third to one-half as bright as the current glow effect is.
