Games can spend several years in development before they are actually announced, and then spend another year where things like websites/trailers/media/advertisement start to appear. There's no reason to think this is any different. Anyone who thinks the game is actually going to be released in March is blissfully ignorant.
The game doesn't even have an official name yet.

I totally agree... It's like they are relying on the existing fan base to spread the word which as it is would be difficult to get anyone (who hasn't played PS1) excited because all we can show them are a few screen shots of models. If they started a full campaign today it would still be hard to imagine the game being released within 6 months and have a decent player base at kick off.
