If I am correct, and I am, only your empire can see them if that clears up any furth questions. I believe it is command rank 2 or higher.

Well take alook at that picture and the story behind it (the new beta journal). NC were pinned between two forces, and in that shot cornered in a enemy base with no where to respawn. That means once the medic died, the corpses piled high. Id assume the vanu where either further away, on the walls, or rezed/looted before the shot was taken. You dont expect the intelligent vanu to get to close to a large group of NC do you? Hell no, they use shot guns, engage at range.
