How do you unlock weapons for vehicles?

I keep seeing people with Flash's with Basilisk and Kobalt cannons mounted on the front, and Mosquitos with missiles. I see the upgrade certs for these weapons, but there is nowhere to purchase the cert that actually lets you equip them. How do you do it?

Go to the shop. There you can unlock the weapons. Certs aren't needed to unlock.
