I think he's referring to applying the jumpjets in a way that allows them to produce more forward momentum. That would be as opposed to the current system, where they only produce upward thrust and if the max wants to move horizontally he just has to walk.
Edit: Possibly a little like this.
Probably less crazy awesome though.
