Proper BFR-sized mechs. I wrote about this a long while ago, but if they're more heavily armored, slower and more powerfully armed than tanks, and have no shields then they will have a proper place on the battlefield as territory defense. Air, tanks and infantry gain ground, mechs advance behind them and make sure it stays taken.
Alone, a mech should easily be outclassed by more maneuverable vehicles and air.
Jump packs will be fine for single-pilot mechs, but they shouldn't allow as much mobility as the jet packs from PS1. Just the ability to hop to a more advantageous position every once in a while.
Two-man mechs should feature similar or identical secondary weapons as tanks. Anti-air should either be absent or comparably weak.
Shields borked them in the first game so they should be out.
I'm undecided as to locational damage.
