Forum moderation and game privilege are two different things.
As long as a forum ban does not mean a game ban (lol EA), then how they handle forum trolls doesn't impact the game, so whether they are paying customers or not is irrelevant.
Edit for in-game trolling as opposed to forum trolling...
That league of Legends system looks good.
