What's bad for the game is low populations. Team play is important, but it's never as good without the backdrop of massive zerg battles to prop it up.
Maybe you wouldn't miss any one individual stat whore, but I'll take 1000 stat whores over the current PS1 populations.
Team play will always thrive, because of team oriented outfits and players. PS1 really wasn't that marvelous about encouraging team play across the board, as reavers and mosquitos prove, yet there were tons of organized air operations regardless.
Worry less about forcing team work and more about attracting and keeping a playerbase. I'm all for promoting team work at every opportunity, but team work will happen by itself among those who want to use it.
