In the original Planetside we had a load of CR 5s, no single emperor. This would be hard to do as the game is 24 / 7 .. /365. Id lead a bit then when id log xVanuCr5x would take over. As far as the social side of the game we would work together with our outfits. This served up turmoil among the ranks but also was quite rewarding when tactics paid off. So the social aspects of the game you speak off are kind of there already.
As far as the cities go, they say we will have outfit bases to defend and build defences/ bunkers etc to fortify them. Then you might get LFS holding against a load of NC then a `Helms Deep` mission gets put up as a cry for help, so other decent outfits come and rescue the situation.
You definately get personalties coming through with the command rank as it is, whether they are good or bad is your call at the end of the day.
