Not necessarilly. If the EMP is designed to use up some sort of resource, maybe an "Electro Magnetic Core" or something more elegent than that, then people with the desire to use the EMP would have to purchase these expendables. This would drive up the cost of using EMP independtly of the cost to simply drive an ATV.
I suppose we can just agree to disagree though. It seems that a lot of people in the community share your opinion, and there's no sense in fighting that. The game will be awesome either way.
