I voted "yes", but there's giant pros .... & the cons are downright scary.
With Piggy's UCP idea, it's a Greifers wish come true .... they could make a new Alt with BR1, but with the skills of their primary ? It's such a dicotomy to me that a guy could be skilled & motivated enough to reach BR50, or even yet anywhere close to BR100 .... yet still be blind to how destructive Griefing is to the overall playablilty & enjoyment of this MMO. Some of the professional griefers seem to almost approach their Greifing stategies & abilities as some twisted badge of honor ..... like it's the ultimate display of loyalty to go Grief either enemey Empire.
The other significant con ? .... it does seem to steal whatever "fun" or sense of accomplishment can come with a new character/alt. If it gets all of your Unlocked Cert Benefits ..... it's essentially your original character with a different name, dif BR, .... and perhaps different colors, gender, ......
