There seem to be several problems. For one it's a speed issue with harassers that they either do not set off mines, or do set them off but do not get damaged by the explosion. I suspect it some kind of hitbox/latency issue.
But we have seen MBTs not setting off mines too. Dunno what it is. We tried to reproduce it but no luck so far. But it seems to be a very isolated issue. Whereas the harasser issue is pretty common (and that's why people laughed when the devs talked about using mines against harassers.
