Many, many people see shotguns inclusion in the game as being a bad thing. They dominate at close quarters where you often don't get a chance to react to them and a decent player can munch through a handful of people with a single clip already.
Adding extra potential to that would be a bad thing in my eyes, although I think shotguns are in a good place already.
You also cannot compare the Lasher, JH and MCG as they are all totally different weapons. If you are going to compare the JH to other weapons you can only compare it to shotguns.
