Well it depends on if they are some kind of coral formation, or some kind of construct, created by or consisting entirely of local fauna. It's more likely it's that, since you don't see coral lithify in the exact same shape that it would have existed underwater.
As to: was indar underwater, more than likely yes, considering it is largely sedimentary and surrounded by ocean. There are signs of a lot of fluid movement too, with all those canyons to the southeast. So the entire continent has dried recently... rapid onset desertification, that will soon spread to the Southwest I would bet. Must be some kind of perched aquifer in the steppe to the SW that keeps that area relatively nice.
