hmm I actually don't know how much of anything it takes and I led several Special ops division in different outfits. Normally I'd take about 10 people with me to some comepletly vanu or terran controlled continent, hack the v-pad get an ANT, go fill it up, Meanwhile back at the back everything, except the vpad is being destroyed. We hack the base and fill up the NTU. Normally we would either take the closest to the Warpgate or the one with the least NTU. Slowly enemies would come, so would a few teammates, then eventually It would turn into a full-scale war.
