I think PS's model was a percentage of the shots hit who or whatever the reticle was on, but anyone, no matter how closely crowded in, was hit by the weapon, as if the pellets only knew about the one person or thing in the reticle, but you couldn't aim a JH at a crowd and expect to hit more than one person at a time.
I would have to play to verify that, but that is how it seemed to me.
