It takes 10 seconds to rez someone in PS. Ever try to lift somebody up? Going to take about the same amount of time.
I'd just prefer an instant rez. Accomplishes the same thing. Keep the med juice cost, of course, and a 10 second timer between uses. To keep the recently rezzed person from popping up shooting, have a few seconds of a dazed condition where they can't use their guns.
