On the off chance you're not trolling... When people say "Command..." in Command chat, it's just them addressing the whole channel. You're not actually speaking to anyone specific, just those who might be listening. It also serves as a way for those who are listening to know what channel you're in. Platoon Leaders have three, and sometimes more, channels going at once.
By saying "Squad," or "Platoon," or, as you've noticed, "Command," before you speak in a channel, you allow those who are listening to know what channel you're speaking in without them having to take their eyes off the action, or the map, or whatever else they might be doing.
