Back when PS Next was a mere Smeet they were originally giving PS1 a face lift. That would include BFRs. When they switched to PS2 they made a lot of changes including ditching BFRs due to negative feedback.
This was probably an asset created at that time which a clever level designer decided to turn into an Area 51 style TR secret weapons project as an easter egg. Possibly the greatest PS2 troll yet!
