There will be no central empire-specific sanctuaries, only multiple ad hoc "sanctuaries" locally, on every continent.
Edit: I suppose moving the quotation marks helps clarify what I meant. In this thread I'm wondering about the exact nature of these "sanctuaries" (or rather their equivalents).
