Managed to snag some screenshots and info from the Test Server for you all.

Definition:
The Harasser buggy is now available to all factions on test server
A three person vehicle with a driver, a gunner, and a (MAX capable) rumble seat
Do note: Costs 200 Mechanical Resources to pull.
Tops out at about 90KPH (with no upgrades)
Weapons/Performance Slots:
It looks like the Harasser will have all the MBT secondary weapons (Saron/PPA, Vulcan/Marauder, Enforcer/Enforcer Modified) in addition to other secondary weapons (Walker, Cobalt, Basilisk, Halberd) as well as Sunderer/Gal/Flash weapons (Bulldog, Fury).
Performance slots seem to be identical to the Flash's (Scrapper/Surger/Racer)
Utility Slots:
This is where it gets fun:
In addition to the regular choices, ie Fire Suppression/radar etc. It also gets Gate Shield Diffuser as well as Turbo. Could be fun for crashing into shielded bases without the use of a Sunderers.
Defense slots:
Access to all typical defensive slots, nothing we haven't seen before on any other vehicle.
