Vehicles - With Shields???

All vehicles in PS1 could charge shields within Base SOI's. Have we had any info regarding new vehicles.
[1]Do we still have shields on vehicles?
[2]And if so how does the mechanic work, recharging capacitor from bases or self-charge?
[3] We've heard about customizeable armour setups for vehicles, if we have shields will we need to add it to our vehicles (via module) or will it be default?
