It doesnt count as part of the hit box. In fact the cosmetic upgrades (at least for the prowler) have no hit detection at all. Ive tested. You can walk/shoot through all the extra stuff at the back and all the stuff at the front. I got the one that makes my prowler look like the Thunder Tank as I didnt like the rounded bits on the Stalwarts ass.
The most annoying thing with the cosmetic upgrades is how they deal with decals. It half covers up the decal you have chosen on the front of the tank and on most of the TR ones the TR decals on the rear are all obscured or cropped in some way.
