As a player who devotes nearly 50% of their entire gameplay experience to setting explosives, I can say that I'm "cautiously fine" by such items costing resources, especially if there are higher-level unlocks to reduce the resource cost of players who want to specialize in such activities.
So for instance, a Light Assault soldier who doesn't particularly specialize in explosives can buy a C4 demopak for 50 resources (of whatever type), but a dedicated (high-level, extensively-unlocked) Engineer can buy them for just 10 resources, because they know that they intend to use them more, and it's worth spending the experience on such a certification. I don't think such certifications have been confirmed, but I think they've been discussed to some degree.
