Events can be big or small. Massive or mediocre events. The mediocre would be like defending a research as said before whereas massive would depend on population size, concentration of players, maybe something to do with an Outfits points
or an Empire global "resource meter" at 100%.
I wouldn't like to see too many events because it would divert gameplay. The majority of players may just want to kick-ass and not pay attention to any Event. At least maximum of 3 mediocre events each day and 5 massive events each week providing the requisites are met ... or something like that.
