There's not going to be anything built in like there was in T2 (thank god, the T2 voice com sucked), but 3rd party programs should work just fine.
The Dev's can't come out and say "Sure Planetside will have support for TeamSpeak" because if they do, and there is a problem people will be looking to them to make it work when it's really up to the TeamSpeak people to make it work.
So to answer your question the rumor mill says yes, we will never hear anything official about it, so we won't know until the game comes out for sure.
