Cert to view friendly troop numbers as a map option

Sometimes it would be useful when planning assaults to view friendly troop concentrations - it'd be a useful strategic tool. I'm not talking exact numbers, just the same as what we get for enemy detection, so it also wouldn't benefit spies.
Ideally, it'd be a third option on the map once purchased, so you could have two Activity boxes, one for friendly and one for enemy.
I'd put this in the Command cert tree, at a cost of... 250-500 certs, to make it a true choice instead of a must-have cheap option like the spawn beacon.
Any thoughts?
