I see where your going with this but it would definitely restrict liberties and turn people down from the game because it would be like having the continent max pop on each tile so in extreme cases you wouldn't even be able to have a big decimating armor column drive through he map owning everyone. I guess for people that really don't like the close quarters environment it would be a good add but with the recent performance updates lag wouldn't really be a problem anymore.
