While I would like to eventually see light transports, and it would be nice to see ES versions, I don't quite think you hit the mark here.
From the sketch, the NC vehicle looks pretty similar to the sunderer, and the split tread set-up looks fairly awkward. If these are supposed to be high-speed vehicles that are lighter than the Sundy, they should be 4 wheeled (or hovering, of course).
I think that the vehicles should maybe have 1 gunner, with a gun more powerful than available to Sunderers, and 3 or 4 passengers. I could see the LTVs having a more offensive role than the Sunderers, trading armor and capacity for speed and firepower. Like a Sunderer met a lightning, and did terrible things...
I don't know if it should carry maxes though, I think that is an ability best left to the Sunderer.
