I keep mentioning Flying Labs Studios' system for user submission in SOE-published game Pirates of the Burning Sea. It's effective, efficient, and works great at giving the community self-policing tools during the submission process to take the load for vetting submissions off of developer shoulders.
The planetside developers should totally go over to FLS, club their guys over the head with a few E3 Best in Show plaques, and make off with the system wholesale.
