Sporkfire posted a few thoughts on Surge in response to an OF thread this weekend:
A couple of things will be happening with surge.
First, the fix for the warp bug is in testing and should be part of the nex patch or the one after it.
Second, there are discussions about the way the implant should work. This can go one of three ways, as I see it right now:
1) After the warp bug is fixed, everything is fine and the implant can carry on as intended.
2) Reinforced Armor becomes a pre-requisite to Heavy Assault.
3) Soldiers cannot use surge with a weapon equipped.
Those are the options. No decision has been made, but it's on the design table right now.
