Actually Higby himself confirmed this on twitch.tv while in a livestream. You had to be in the room however to see it.. Luckily I was.

Basically how I set it up there would be you click the name of the vehicle and it would take you to another spreed sheet with in that same document. I <3 Open Office

IIRC, the cost went up per tier for upgrades, but I can't recall if sidegrades all cost the same.
