Vehicle locking, allow priority group based locks to allow randoms into vehicle

In addition to being able to fully lock vehicles down to Squad/Platoon/Outfit (SPO) and the ability to kick people etc., I would like to see additional options to priority lock a vehicle for SPO groups.

This would allow you to set the priority lock to SPO on a Galaxy for example. The Galaxy could fill up with random people, but as soon as a SPO member attempts to join the full Galaxy, it kicks out a random or the last person to enter the Galaxy that wasn't SPO. This would allow a Squad of 6 to leave their Galaxy open for 6 random people, but allow it to not take spaces from SPO members if more than 6 randoms enter the vehicle.

So the randoms aren't jarred by it, they should have a HUD that says something to the effect "You are in a SPO priority vehicle".
