yes you can and no you can't fly reaver with it on

Reinforced can pilot:

Both (common) quads.
All 4 (1 common, 3 empire specific) buggies.

NOTHING ELSE.

Reinforced can be gunner in any vehicle (on the assumption that the vehicle has a gunner station ).
