Odd that they'd be called Empires if they don't have a leader. Even if it's just a made-up personality that you'd never get to see in-game, some person theoretically calling the shots would be a nice addition.

Yeah, but what else do you call them? Factions? Teams? Red/Blue/Purprle guys? It's not exactly an easy thing to classify.

I bet there will be GM leaders of some sort leading raids and defence at times or something =)

the outfits don't really work for the Empire, they just believe they're ideas. Also they get free equipmet

Uh, on the planetside-universe webpage theres a section that says commanders on the bar on the left side of the page....

Theres a difference between squad commanders (the person who formed the squad) and the commanders of the empire (which we might or might not see as GM chars i vagure =) )

and outfits does not fight for their own agenda... outfits fight for their empire. Outfits are more like say Easy Company, Liebstandarte and the other famous units of ww2. They all fought for their side
