Not per se, you can as well be an individual within the mass of hundreds of others, many of which also won't be in an outfit. But naturally, the impact you have as a lone wolf is smaller than if you were part of a team that is coordinated and knows what they're doing.

How do i get in an outfit?

Find one that you think suits you. There are / will be dozens upon dozens of outfits on your empire, all of different size, different preferences, different styles, different people, different attitudes. Look around in-game what outfit strikes you as one you'd like to be part of, or check the outfit recruitment section of this forum (the official forums surely will have that as well). Then apply for membership with them. When in doubt, ask one of their members about it.

Do i need any qualifications to get in one?

Depends on the outfit. Some will take anyone, some are extremely selective. Often times you will need to go through a trial period to see if you fit in before you get full membership.
