1) Yes, but only on the wiki. The forum is extremely slow compared to other boards, but load times don't come close to 10 seconds.
2) Almost every time I try to load multiple pages at once. When there are a bunch of new or unread threads I tend to crtl + lmb them and open them all in different tabs. Lately this often causes them all to show the Service Unavailable Pages.

Yea - the Outfit data is "Unavailable" all of a sudden. Issue appears to be on the SOE end.

I'm getting the Service Unavailable pages quite often, even if the internet works fine on my end.

It's strange though, I usually open links in multiple tabs and I get the Service Unavailable in half of them at the random tabs, it's not first few or last few or just the middle ones, it's all random.

So it looks like our slowdowns now are almost all caused by the PS2 API.. which is fine in my book. Nothing major.

Though I am still seeing people getting instant fails due to empty server responses. I am not entirely sure what's causing this so it's going to take a while to research. It appears to be fairly minimal at this point and almost always solved by a refresh.

Yesterday during Server downtime we had a great Load Test of PSU.. I was extremely happy with how it performed and it does not appear anyone saw the error page. Progress!

Made some additional changes to one of our webservers.. here's to hoping it resolves the "Service Unavailable" page folks are seeing.

I've made yet another change. Hopefully this resolves the service unavailable pages.. the tradeoff is the pages will load a bit slower until I upgrade some stuff.

PSU is easily one of the slowest sites I've come across in years and this has been going on for months. Just move to a better host already with servers that aren't held together with rubber bands and get it sorted.
