I think its a good idea to have a basic outfit of 30 people and basic features for free. If you want to go premium outfit its a 1 time payment of $15 which gives you limitless number of member and a customizable logo and any other perks the outfit gets.

Actually, considering how important the players are to a game that relies on having lots of them, putting roadblocks in the way of community creation might even be unhealthy for the game. Making people pay for outfit creation will cause outfits that would otherwise have been created, not be created. Think about how many people who would have stuck around because they found an outfit they liked might end up leaving because those outfits never got created.
I don't know how many of the established outfits started out as a casual experiment that happened to take off, but I'd imagine it's a fair few. |

There have been no decisions about this announced (and Higby can certainly swoop in and clear it up) but what is common in most Free to Play games is Outfits/Clans/Guild creation typically is limited to players who are subscribing. Joining an Outfit is of course an entirely different story and we hope to make that as fun and easy as possible.

I think DDO is my personal favorite implementation of a F2P game. They required a station cash equivalent currency to purchase a guild charter. However the aspect that really made this work was that you were rewarded with the station cash equivalent currency through standard play. So anyone could make a guild but you either needed to pay a little or play a little.
