will every single base be neutral?
The reason I ask is SJ's comments about having to hold certain bases to spawn certain vehicles/aircraft.

Can every possible vehicle/aircraft be spawned at the Sanctuary?

If not I guss certain items will not be avaialble initially (which makes senee since few will likely have the certs to get them).

Yes, every base on the continents will start out as nuetral (so I suggest you get to them as soon as possible) And the sanctuary will have everything available to you, but will take some time to get them..as you won't have all the available certs.

Actually...no...not every base on every continent starts neutral. But we're not prepared to release the details on this yet.
