If they won't lessen the time for certs to be forgotten, why can't we forget multiple certs at once?*

Idea: use the 'spare cert point' to learn the ability to forget 2 certs at once.

The spare cert-point-cert can be forgotten at any time.

*Realising this is a form of reduction.
