Pop locks are rare; but there are certainly still enough people in game to make the fights interesting... The unfortunate bit is that many of the organized groups are shells of their former selves. Meaning that while there's tons of chaotic fights; organized tactics and movements are considerably more rare.
Also, because of the lower pops overall; 5-10 guys switching empires, or 15-20 guys logging off can make the global pops swing wildly; meaning that the overall global pops tend to become polarized throughout the night; with the empire with the best fight having +45% and the empire with the worst fight dropping as low as the low-teens...
Still, there is plenty of fun to be had yet.
