I know a person from Florida who has never been treated after a car accident from the mid 90s because she could not afford private insurance, not because it could not be treated and is therefore semi-invalid for almost 1.5 decades now.

If you're American, and not insured, hospitals in nearby Havana should be on speed dial. You can travel there for medical purposes, can't you? Just don't bring back any cigars. Especially if you went there for respiratory health reasons. It might decrease credibility.
