Timestamps are client side?

I'm converting the various timestamps from unix/epoch to something I can read.

I've come to the conclusion that timestamps are being stored in the clients local time. Otherwise I've got login times over 19 minutes in the future.

Anyone else noted this. Is there a timezone/offset that can be specified.
I was expecting that results might be regional/server or PST.

EDIT: ignore me. despite miller login server being down I'm concluding that all times are server time.
the API just doesnt update that frequently.
