Absolutely this. It's actually sad that K/DR is the only "honest" skill statistic, which is why, as of now, I value it higher than SPM and BR. It's stupid those two can be artificially inflated with boosters and membership.

maybe base captured/defended is a good stat to use to determine skill in PS2?

Continent locking won't fix "IndarSide", since Indar rarely ever gets dominated. In fact, it'll likely be the only continent that remains unlocked all the time.

True, but the ability to lose or take a warpgate and push through could very well change the dynamic.
